The memorandum signed in 2004 between the Ministry of Education and the Education Bureau of the Hong Kong Special Administrative Region states: Those who have obtained a master's degree (full-time) from recognized higher education institutions in Hong Kong can apply for doctoral programs at higher education institutions in mainland China or seek employment in mainland China after certification by the Ministry of Education's Study Abroad Service Center. In other words, graduates of taught master's programs can also take the doctoral entrance exam, civil service exam, or work in public institutions after returning to mainland China.
90% of students who come to Hong Kong for studies do so to obtain a more recognized master's degree that is acknowledged by international and mainland enterprises.

The one-year taught master's program in Hong Kong can effectively help students achieve this goal, and the international recognition of Hong Kong institutions is generally higher than that of domestic ones, with the University of Hong Kong ranked 25th in the 2019 QS World Rankings, the Hong Kong University of Science and Technology ranked 37th, the Chinese University of Hong Kong ranked 49th, the City University of Hong Kong ranked 55th, and the Hong Kong Polytechnic University ranked 106th. Compared to the three years required to obtain a master's degree after taking the entrance exam in mainland China, the taught master's program in Hong Kong saves time.
The curriculum for master's programs in Hong Kong is taught entirely in English and is frequently updated based on industry employer needs. Of course, there are also some programs taught in Chinese, ensuring smooth communication!
Many students may think that the coursework for taught master's programs is very easy, but this is not the case. The curriculum for master's programs in Hong Kong is very intensive, and students are required to complete both classroom learning and extracurricular practice.
In addition, the education provided by schools in Hong Kong is not just about obtaining a diploma; it also teaches students independent learning methods and critical thinking, deeper subject knowledge, and more fluent English. It teaches students how to utilize resources around them for independent learning and encourages them to express opinions that differ from their teachers, which is unmatched in domestic master's studies. Once such learning abilities are developed, they will be useful regardless of the field one engages in in the future.
Most students studying in Hong Kong choose to return to mainland China for employment, so let's focus on the advantages of returning to the mainland. With the implementation of the Guangdong-Hong Kong-Macao Greater Bay Area plan, the opening of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, and the Hong Kong-Zhuhai-Macao Bridge, we can clearly see that economic and trade ties between Hong Kong, mainland China, and Macao will become closer.

This close business connection has directly created a huge gap for high-end talent in Hong Kong and Macao. To attract talent, various local governments have introduced corresponding policies such as housing subsidies, one-time settlement subsidies, and tax reductions. The most direct manifestation is the Ministry of Finance's issuance of the "Notice on Personal Income Tax Preferential Policies for the Greater Bay Area," which clearly states that high-end and scarce talents from abroad (including Hong Kong, Macao, and Taiwan) working in the Greater Bay Area will receive subsidies exempt from personal income tax.
Therefore, Hong Kong students who are familiar with the cultures of both places, speak fluent English and Mandarin, and possess an international perspective are certainly welcomed by employers.
