As for citizens who receive consumption vouchers using Octopus, they will receive them in two phases. The first phase of 4,000 HKD will be distributed on the same day in May as the other three electronic wallets. The second phase of 1,000 HKD will be distributed on the 16th of the month following the month when the total amount of "eligible consumption" reaches 4,000 HKD. The relevant total amount of "eligible consumption" must reach at least by October 31.

Many citizens need to change the information for receiving consumption vouchers due to losing their Octopus cards. The relevant department stated that citizens using Octopus can also make changes through the link provided on the consumption voucher scheme website. As for citizens holding a "Leisure Card" who also need to make changes, they can call the Octopus hotline at 2969 5500 to handle the change procedures. The relevant department emphasized that since the consumption vouchers will be distributed according to the registration records to the registered Octopus cards, citizens receiving consumption vouchers using Octopus are especially reminded to keep their Octopus cards safe to avoid inconvenience or loss due to loss.

The Financial Services and the Treasury Bureau stated that if individual citizens' stored value payment tool accounts used for registration have become invalid, including lost or returned Octopus cards, they need to update their stored value payment tool account registration records in a timely manner to receive the first phase of the consumption vouchers distributed in May along with more than 6 million eligible citizens who do not need to update their account information. According to relevant news, about 95,000 citizens successfully updated their stored value payment tool account registration records within the deadline.
As for citizens who did not update their information within the deadline, the government relevant department indicated that they can request the "Change of Stored Value Payment Tool Account Application Form" from the consumption voucher scheme website or through the hotline 18 5000 via mail, email, or fax. After filling it out, they should send it along with a copy of their Hong Kong ID card to "Hong Kong Post General Post Office P.O. Box 185000 Consumption Voucher Scheme Secretariat." If mailed locally, no postage is required on the envelope. However, due to processing time, the date of receiving the consumption vouchers will be delayed.
