Basic Regulations of Macau Citizenship Policy
According to the provisions of the "Basic Law of the Macao Special Administrative Region,"
1. Application Conditions: Mainland residents who meet one of the following conditions may apply to settle in Hong Kong or Macau.
(1) One spouse is settled in Hong Kong or Macau; they can simultaneously apply for accompanying children under the age of eighteen.
(2) Individuals aged eighteen and above but under sixty, whose parents settled in Hong Kong or Macau are both over sixty and have no children in Hong Kong or Macau who need their care.
(3) Individuals over sixty years old without children in the mainland, who need to rely on children over eighteen years old residing in Hong Kong or Macau.
(4) Individuals under eighteen years old who need to rely on parents residing in Hong Kong or Macau.
(5) Children of permanent residents of Hong Kong or Macau. The phrase "no children in Hong Kong or Macau" in item (2) refers to children who do not have permanent resident status in Hong Kong or Macau or have not been approved by the public security exit and entry administration to settle in Hong Kong or Macau.
2. Procedures that applicants must follow: Mainland residents applying to settle in Hong Kong or Macau must submit an application to the exit and entry administration department of the public security bureau at or above the county level where their household registration is located, undergo an interview and inquiry, and complete the following procedures:
(1) Submit a completed application form for mainland residents to settle in Hong Kong or Macau (hereinafter referred to as the application form), with recent front-facing color photos (48×33mm) of the applicant and the relatives in Hong Kong or Macau (hereinafter referred to as Hong Kong and Macau relatives) affixed.
(2) Present the original household registration book and resident ID card of the applicant, and submit copies; if under sixteen years old, they must be accompanied by their guardian;
Present the guardian's household registration book and resident ID card, and submit copies, along with a statement from the guardian consenting to the applicant's settlement in Hong Kong or Macau.
(3) Submit copies of the Hong Kong or Macau resident ID card and the Hong Kong and Macau travel permit for mainland residents of the Hong Kong and Macau relatives. If the Hong Kong and Macau relatives are foreign nationals, they must present copies of their permanent resident ID card and foreign passport.
(4) Submit the opinion of the applicant's workplace or the public security sub-bureau at the applicant's household registration location regarding the applicant's settlement in Hong Kong or Macau.
1. For national staff, the opinion must be issued by the relevant work unit or superior authority after approval according to personnel management authority.
2. For employees of state-controlled enterprises and public institutions, the opinion must be issued by the human resources department of the work unit.
3. For students over sixteen years old, the opinion must be issued by their school.
4. For those under sixteen years old, they are exempt from providing opinions from their school or the public security sub-bureau at their household registration location.
5. For other individuals, the opinion must be issued by the public security sub-bureau at their household registration location.
(5) Submit corresponding proof related to the application reason.
1. For those who meet the conditions specified in item (1), this refers to marriage certificates; for accompanying children, this refers to medical proof of birth and other proof of parent-child relationship.
2. For those who meet the conditions specified in items (2), (3), (4), and (5), this refers to medical proof of birth and other proof of parent-child relationship, as well as the parents' marriage certificate;
Among them, item (2) also includes proof that the parents have no children in Hong Kong or Macau, and item (3) also includes proof that the parents have no children in the mainland.
3. For those who meet the conditions specified in item (6), this refers to proof corresponding to specific special circumstances. The proofs specified in items 1 and 2 must be presented in original form and submitted in copies.
(6) If the relationship between the child and parents falls under the following circumstances, the following materials must also be submitted:
1. If the applicant is under eighteen years old, is a non-marital child or the parents are divorced, and the parent (father or mother) who is raising them is about to or has already settled in Hong Kong or Macau;
They can apply as accompanying children for family reunion or as minors relying on parents to settle in Hong Kong or Macau. The applicant must provide legally effective proof that they are raised by the parent (father or mother) who is about to or has already settled in Hong Kong or Macau.
2. If the applicant or the Hong Kong and Macau relative is an adopted child, they must provide legally effective proof of the adoption relationship:
For adoption relationships established before March 31, 1992; this refers to the adoption notarization issued by the notary department at or above the county level when establishing the adoption relationship;
For adoption relationships established from April 1, 1992, to July 31, 1999, this refers to the "Adoption Certificate" issued by the civil affairs department of the people's government at or above the county level when establishing the adoption relationship; or the adoption notarization issued by the notary department at or above the county level;
For adoption relationships established after August 1, 1999, this refers to the "Adoption Registration Certificate" issued by the civil affairs department of the people's government of municipalities directly under the central government, cities with districts, autonomous prefectures, or the civil affairs department of the administrative office of regions (alliances) when establishing the adoption relationship.
3. If the applicant is a non-marital child or there is doubt about the parent-child relationship, they must undergo a parent-child relationship identification at a hospital or institution designated by the exit and entry administration department of the public security bureau;
Children of permanent residents of Hong Kong or Macau who are non-marital children or have doubts about the parent-child relationship must undergo parent-child identification at an institution designated by the exit and entry administration of the Ministry of Public Security.
(7) Submit any other proof deemed necessary by the exit and entry administration department of the public security bureau.

Geographical Environment
Location and Territory
The Macao Special Administrative Region of the People's Republic of China (22°11' N, 113°33' E) is located on the southeast coast of mainland China, on the western shore of the Pearl River Delta, facing Hong Kong across the sea. The northern part connects to Zhuhai City in Guangdong Province, while the southern part consists of a large island made up of Taipa, Coloane, and Cotai, which is classified as an island city and currently does not have an official name.
The total area of Macao, China has been expanding due to land reclamation along the coast, gradually increasing from 10.28 square kilometers in the 19th century to 32.8 square kilometers (including the 360 hectares of land reclamation approved by the State Council on November 29, 2009, for the new urban area of Macao), which is about 1/6 the size of Washington D.C., 1/22 the size of Singapore, and 1/34 the size of Hong Kong. Macao includes the Macao Peninsula, Taipa, and Coloane.
The northern part of the peninsula connects to mainland China, while the southern part is connected to Taipa by the Ka-Li Bridge, the Friendship Bridge, and the West Bay Bridge; Taipa and Coloane are connected by a continuous road that is 2.2 kilometers long and has 6 lanes.
The land area includes the Macao Peninsula, Taipa Island, and Coloane Island, which are connected to the land boundary of Guangdong Province. The boundary includes: first, the section of the Macao Border Inspection Building at the Barrier Gate, where the northern boundary of the Macao Border Inspection Building serves as the regional boundary. Second, the section of the Duck River on the west side of the Macao Border Inspection Building, where the boundary starts from the intersection of the west side of the Macao Border Inspection Building and the embankment on the Macao side of the Duck River, extending along the Duck River to the southwest boundary of the planned Guangdong-Macao New Passage (Qingmao Port) and stopping at the intersection with the embankment on the Macao side of the Duck River, using the embankment on the Macao side of the Duck River as the boundary; the remaining sections of the Duck River are bounded by the centerline of the river channel.
The maritime area has clearly defined the past management range of habitual waters as an area of 85 square kilometers. The boundaries include: first, the Inner Harbor section, which includes the Inner Harbor anchorage and the northern section of the Inner Harbor channel. Second, the Taipa channel section, which is the eastern boundary of the planned Taipa channel. Third, the southern maritime area of Macao, which is the area north of the latitude at the southernmost point of Hengqin Island. Fourth, the eastern maritime area of Macao, which is bounded by the west side of the Jiuzhou Port channel, the west side of the Yai 13-1 natural gas pipeline, and the maritime area where management activities have been carried out in Macao. Fifth, the artificial island section of the Hong Kong-Zhuhai-Macao Bridge at the Zhuhai-Macao port. Sixth, the northern maritime area of Macao, which is defined by equidistant line methods.
Geological Structure
Macao has pre-Devonian and Devonian strata, with sedimentary rocks exposed along the hillside road south of Shiqi Bay on Coloane Island, appearing in a narrow band. Clayey sandstone or muddy sandstone is exposed in the northern part of Taipa. The Quaternary strata of Macao include alluvial layers, marine layers, residual slope deposits, colluvium, and artificial accumulations, most of which are located on the surface, covering most of the bedrock in the area.
Igneous rocks are widely distributed in the Macao area, all of which are intrusive rocks, containing various rock types such as intermediate-acidic rocks, acidic rocks, and basic rock veins. The vein rocks in the Macao area include pegmatite, basic rocks, and quartz veins. The entire region, including Macao, is located at the junction of the Jiangxi-Guangxi fold belt and the southeastern coastal fault fold belt according to the basin theory, characterized by a faulted basin and delta basin. Geodetic measurements indicate that in the vertical direction of crustal movement, the basin and its sides still exhibit characteristics of new tectonic movement characterized by fault inheritance activity and differential uplift of blocks.
Topography and Landforms
The landform types of Macao consist of low hills and flat land, with higher elevations in the south and lower in the north. The lowest point in Macao is at sea level (0 meters), while the highest point is at Coloane Alto, which has an elevation of 172.4 meters.
Macao was once a small island at the southern end of Zhongshan City in Guangdong Province (formerly known as Xiangshan), standing in the sea, similar to contemporary offshore islands. Later, due to sediment deposition from the West River, a sandbank (Lianhua Stem, now known as the Barrier Gate Road) was formed between Macao and the mainland due to the tidal flow of seawater, connecting it to the mainland and turning it into a peninsula.
On the Macao Peninsula, there are Lotus Hill, Mount Fortress, Mount Xiwang, and Mount A-Ma; on Taipa Island, there are Guanyin Shore, Mount Da-Taipa (Chicken Neck Mountain), and Mount Xiao-Taipa; on Coloane Island, there are Mount Jiu-Ao and Mount Die-Shi-Tang. The coastline of Macao stretches for 937.5 kilometers, forming several places suitable for ships to anchor, such as South Bay, East Bay, Shallow Bay, North Bay, and Lower Bay (all located on the Macao Peninsula), Da-Taipa Bay (Taipa), Jiu-Ao Bay, Zhu Bay, Black Sand Bay, and Lychee Bay (all located on Coloane).
Climate
Macao is surrounded by the sea on three sides, experiencing two instances of direct sunlight each year, with strong radiation and vigorous evaporation, characterized by a climate rich in heat, abundant in moisture, and high temperatures with heavy rainfall. It belongs to a subtropical maritime monsoon climate, while also exhibiting characteristics of a tropical climate, with an average annual temperature of about 22.3°C and a temperature variation of 11 to 14°C throughout the year. The average annual temperature in 2007 was 23.2°C. Spring and summer are humid and rainy, while autumn and winter have relatively low humidity and less rainfall.
The typhoon season lasts from May to October, with the highest frequency occurring from July to September. Macao is located north of the Asian continent and south of the tropical ocean, the South China Sea, influenced by both mid-latitude atmospheric circulation from the continent and low-latitude atmospheric circulation from the ocean, resulting in a distinct seasonal circulation transition, making it a typical monsoon climate zone.
