1. After being approved for the Hong Kong Quality Migrant Admission Scheme, do I get a temporary identity card?
No, there is no temporary identity card in Hong Kong. There are two types of Hong Kong identity cards: the Hong Kong resident identity card, which is similar to a green card, and the Hong Kong permanent resident identity card.
After approval as a quality migrant, you will receive a Hong Kong resident identity card, and after 7 years, you can apply for permanent residency in Hong Kong.
 

2. Can I obtain a permanent resident identity card if I do not reside in Hong Kong?
According to the Hong Kong Immigration Department, it is required to be "ordinarily residing in Hong Kong continuously," but this does not mean "must always reside in Hong Kong." If you are temporarily not in Hong Kong, you will still be considered as ordinarily residing in Hong Kong.

In other words, even if you do not reside in Hong Kong for a long time, when applying for permanent residency in Hong Kong after seven years, if you want to prove that you have been "ordinarily residing" in Hong Kong for seven consecutive years, the applicant can provide supporting documents: proof of children studying in Hong Kong, communication address of habitual residence, proof of purchasing and registering a vehicle in Hong Kong, proof of a Hong Kong mobile phone registered on a Hong Kong network, utility bills, financial transaction receipts, proof of Hong Kong credit card and timely repayment records, relevant proof of insurance purchased in Hong Kong, community service, and relevant proof of employees dispatched by Hong Kong companies to work abroad, as well as proof from professionals.
