1. Outstanding Talents
Experts and scholars who are academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering, winners of internationally renowned awards such as the Nobel Prize, national-level award recipients, and those who have made internationally recognized significant achievements and have a major influence in the fields of natural sciences, social sciences, and cultural arts; selected candidates for national major talent projects; individuals holding full professorships or senior researcher positions at world-class universities and research institutions; scientists employed by Fortune 500 companies; holders of the Guangdong Province Talent Youyue Card A; and those who have made outstanding contributions to the construction and development of the Guangdong-Hong Kong-Macao Greater Bay Area.

2. Research Talents
Individuals with senior professional titles or above in research institutions in mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area.
Research institutions include: national laboratories and bases, national key laboratories, national technology innovation centers, "Belt and Road" joint laboratories, national engineering research centers, nationally recognized enterprise technology centers, national engineering technology research centers, national industrial innovation centers, national manufacturing innovation centers, research institutes under the Central Government, provincial research institutes, provincial laboratories and sub-centers, Guangdong-Hong Kong-Macao joint laboratories, provincial-level new research and development institutions, as well as national major scientific and technological infrastructure construction and management units.

3. Cultural and Educational Talents
Individuals with senior professional titles or above in higher education institutions in mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area.
Higher education institutions include: universities and colleges recognized by the Ministry of Education, Ministry of Finance, and National Development and Reform Commission for building world-class universities and first-class disciplines (including institutions from outside the province operating in Guangdong), high-level universities published by Guangdong Province, as well as institutions with legal person status such as The Chinese University of Hong Kong (Shenzhen), Hong Kong University of Science and Technology (Guangzhou), and other Sino-foreign cooperative education institutions.
