Home Purchase:
According to the Hong Kong Housing Authority regulations, public housing is only available for application by eligible permanent residents. For example, single individuals can submit an application to the Housing Authority to join the waiting list as long as their income and asset limits do not exceed HKD 10,100 and HKD 236,000, respectively. As for purchasing subsidized housing, it is also limited to applications from Hong Kong permanent residents. Non-permanent residents holding a Hong Kong identity card can only rent or purchase commercial housing.

Civil Servant Qualifications:
According to the entry requirements for civil servants published by the Civil Service Bureau, under Article 99 of the Basic Law, civil servants employed on or after July 1, 1997, must be permanent residents of the Hong Kong Special Administrative Region.

Right to Vote and Be Elected:
According to the Hong Kong SAR Section 542 "District Councils Ordinance" and Section 547 "District Councils Ordinance", only individuals holding a Hong Kong permanent resident identity card are entitled to vote and be elected in elections.
