The similarities and differences in resource access between Hong Kong permanent residents and non-permanent residents (Part 1)

 

 

 

Education:
In Hong Kong, both permanent residents and non-permanent residents enjoy equal rights to education. Whether applying for kindergarten admission, Primary One and Secondary One placement, or applying for university, both have equal opportunities for admission, and tuition fees are the same. Non-permanent residents who have financial needs and wish to apply for transport subsidies, book subsidies, or tuition fee waivers can do so as long as they meet the income and asset limits set by the Student Finance Office.

Healthcare:
According to the charging guidelines of the Hong Kong Hospital Authority, individuals holding a Hong Kong Identity Card or a Hong Kong Permanent Identity Card issued under the Registration of Persons Ordinance are eligible to use heavily subsidized public healthcare services. For example, the fee for general outpatient services is 45 HKD per visit, emergency room consultation is 100 HKD, and the first consultation for specialist outpatient services is 100 HKD, with subsequent visits costing 60 HKD each, and each type of medication costing 10 HKD.
