The Hong Kong Permanent Resident Identity Card is issued by the Hong Kong Immigration Department to individuals who have the right of abode in Hong Kong. It is the main identification document for Hong Kong residents. The Hong Kong Resident Identity Card is issued by the Immigration Department to individuals who do not have the right of abode in Hong Kong.

Mainland individuals who immigrate to Hong Kong through programs such as Quality Migrant Admission Scheme, Employment for Professionals, or Study initially receive a Hong Kong Resident Identity Card, and then generally renew it in a "2+3+3" manner. After meeting the requirement of "ordinary residence" in Hong Kong for 7 years, they can apply to become a permanent resident of Hong Kong and hold a Hong Kong Permanent Resident Identity Card.
