Carrie Lam announced that starting from April 1, the current flight ban for 9 countries will be lifted, and arrangements for entering Hong Kong will be streamlined.

She stated that from April 1, overseas countries will no longer be categorized into ABC zones. Initially, only Hong Kong residents arriving in Hong Kong will be allowed, and they must be fully vaccinated, hold a negative nucleic acid test result taken within 48 hours before boarding, and pre-book at least 7 nights in a quarantine hotel. Upon arrival, they will undergo testing at the airport, and if the result is negative, they will receive a 14-day quarantine order and be transported by a designated vehicle to the quarantine hotel, where they will need to conduct daily rapid antigen tests.

A preventive service package will be distributed to Hong Kong residents arriving at the airport, and nucleic acid tests will be conducted on the 5th and 12th days of quarantine. If the nucleic acid test on the 5th day is negative, and the rapid antigen tests on the 6th and 7th days are also negative, the quarantined individuals may leave the quarantine hotel early, but they must self-monitor for 7 days, during which they can leave their homes. On the 12th day, they must go to a community testing center for another nucleic acid test.

If a quarantined individual tests positive during the airport testing or while in hotel quarantine, they will be sent to a community isolation hotel. If the rapid antigen tests on the 6th and 7th days are negative, they can return to normal life.
