The Hong Kong Quality Migrant Admission Scheme is a quota-based immigration program designed to attract high-skilled talents or exceptional individuals who do not have the right to enter or stay in Hong Kong to settle in the region.

Approved applicants do not need to obtain local employer sponsorship before settling in Hong Kong.

Children can participate in the Overseas Chinese Students Joint Examination with Hong Kong SAR permanent resident status, apply for prestigious universities in mainland China with low scores, or easily study abroad.

 

Application conditions:

Applicants must be 18 years of age or older;
Possess good educational background and financial capability, meeting the score requirements of one of the two scoring systems;
Possess good writing and speaking skills in Chinese or English;
No criminal record
Bachelor's degree or above
Spouses and unmarried children under 18 can accompany.

 

Method 1:

Achievement scoring system
(1) The applicant has received outstanding achievement awards (such as Olympic medals, Nobel Prizes, national or international awards), or
(2) The applicant can prove that their work has been recognized by peers or has made significant contributions to their field (such as receiving a lifetime achievement award from the industry).
*Scores can either be full marks or zero.

Method 2:

Comprehensive scoring system
The highest score is 225 points, and the passing score is 80 points.
*Scoring items include: age, education or professional qualifications, language ability, work experience, talent list, family background (for specific scoring, please refer to the scoring table)

The stay time mode for the comprehensive scoring system endorsement is: 2 years + 3 years + 3 years; the achievement scoring system issues an 8-year endorsement upon first application.
Applicants holding Chinese passports need to apply for a "Stay D" endorsement at domestic exit and entry agencies.
The application time is calculated from the date of obtaining the file number, approximately 9-12 months.
