requires obtaining employment from a Hong Kong employer first. In simple terms, you must first have a local employer in Hong Kong hire you before you can apply for a talent visa and a Hong Kong ID card. Talents who are granted entry to work in Hong Kong must apply to the Immigration Department for a change of employer in advance if they wish to change employers midway.
This scheme is less flexible than the Quality Migrant Admission Scheme, but it is still very popular among professionals. The number of talents imported by the Hong Kong government each year far exceeds the number of quality migrants.7Talents who have worked in Hong Kong for years can also obtain a Hong Kong permanent resident ID card.
66. Hong Kong Quality Migrant Admission Scheme
The Hong Kong SAR government launched a scheme in2006year6month to attract outstanding foreign talents to settle in Hong Kong. It aims to attract high-educated and high-skilled talents from mainland China and overseas to enhance Hong Kong's international competitiveness.
This scheme is a quota-based immigration scheme, with a quota of2000people each year (before year it was2020quota). Approved applicants do not need to obtain local employer employment before settling in Hong Kong and can bring their spouse and1000unmarried and dependent children under years old to Hong Kong, provided they can support their dependents' living and accommodation in Hong Kong without relying on public assistance.18The Quality Migrant Admission Scheme has two scoring systems: "General Points Test" and "Achievement-based Points Test." All applicants must first meet the basic eligibility requirements before they can calculate their scores based on one of the two scoring systems to compete for quotas with other applicants. Outstanding professional and technical and management talents can be assessed through the General Points Test, while stars and others can apply to come to Hong Kong through the Achievement-based Points Test.
