This situation can only apply to the Quality Migrant Admission Scheme. If you are not well-prepared in this situation, it can easily lead to annual renewals.

Situation 4: No materials at all
This is a very extreme situation, but if it is within the last three to five months, there are ways to remedy it, such as signing a rental contract, having an employment relationship with a Hong Kong company, or enrolling your child in a school in Hong Kong. This can make the Hong Kong government feel that you have a plan to develop in Hong Kong, which also provides an opportunity to renew for three years.
