1. In terms of geographical size and population, Macau is roughly equivalent to a county in mainland China, while Hong Kong is comparable to a super large city in mainland China. In terms of the difficulty of prevention and control, Macau is relatively easier.

In terms of prevention and control strategies, Macau's adjustments to entry epidemic prevention were very timely, initially prohibiting non-Macau residents from entering, and eventually gradually relaxing conditions. When the overseas epidemic broke out, it immediately banned foreigners from entering. Hong Kong also attached great importance to the epidemic in its early stages and took early warning measures, but before March 25, it focused on the local epidemic source while neglecting the overseas epidemic. While imposing many restrictions on mainland residents entering, it did not prevent European and American personnel from entering Hong Kong.

3. Regarding entry quarantine measures, Macau has sufficient medical isolation observation facilities. Even if there is a fixed residence in Macau after entry, individuals will be sent to designated places for isolation. In Hong Kong, individuals entering with a fixed residence are allowed to quarantine at home with their families after wearing a wristband and downloading an app, and family members are not restricted from going out. However, there are still cases of individuals violating quarantine rules during home isolation.

4. While the Hong Kong SAR government was dealing with the epidemic, it also had to spare energy to quell the ongoing unrest from the anti-amendment bill protests. It wasn't until the implementation of the Hong Kong National Security Law in July that the situation began to improve.
